Comprehensive Technical Infrastructure for “Diia” Centers in Lviv Region

As part of the national digitalization program for public services, new “Diia” administrative service centers (CNAPs) began opening in the Lviv region. These are not just renovated spaces — they are designed to function reliably, quickly, and securely.

Ribbon UA was tasked with delivering the complete technical setup of these facilities — from equipment supply to full operational launch.

Main Objective

To equip CNAPs with infrastructure that meets the technical standards of the new model. The centers had to work with government e-services, handle high visitor traffic, and include control and security systems.
The goal wasn’t to deliver individual solutions, but to build a fully integrated system where all components — workstations, networking, surveillance, and security — operate as one.

Implemented Solutions

1. Workstations

Each center was equipped with complete employee workstations, including computers, office peripherals, network connections, and integration with the facility’s infrastructure.
All components were selected to ensure stable operation with registries, e-services, and document management systems.

2. IT Infrastructure

A local network was designed and deployed with full coverage.
Wired infrastructure was installed along with switches, Wi-Fi access points, and routers.
The network was built to handle the simultaneous load from both staff and visitors, ensuring stable internet across service and internal zones.

3. Electronic Queue System

Large information displays were installed and connected to an electronic queue system.
The system was configured for call logic, service status display, and integration with administrator modules.

4. Video Surveillance System

Both external and internal monitoring was implemented to cover entrances, movement areas, and critical zones.
Data archiving was set up, and the system was tested under real operating loads.

5. Security Systems

Intrusion and fire alarm systems were installed according to each site’s technical requirements.
Basic response scenarios were implemented, with integration into local security and fire services.

Result

The CNAPs are now fully operational with complete digital infrastructure.
All systems are interconnected and ready for future expansion.
The premises are fully equipped to serve residents.

Ribbon UA was responsible for the technical implementation at every stage — from selecting equipment to installation.

All solutions were coordinated with clients and delivered within a tight timeframe.
This case is an example of what true digital transformation of public services looks like when approached systematically.
